Odisha Police have intensified their crackdown on cyber financial crime through 'Operation Cyber Kavach', a coordinated statewide initiative targeting mule and benami bank accounts that facilitate fraudulent transactions. In the latest phase of this operation, authorities examined 73 suspicious accounts, registered three new cyber cases, and arrested six individuals while issuing notices to 51 suspected account holders demanding explanations for questionable transactions.

Background and Context

Cyber fraud networks in India have increasingly relied on 'mule accounts'—bank accounts belonging to unsuspecting individuals or established specifically for money laundering—to move illicit funds. These accounts serve as crucial intermediaries in the financial chain, allowing criminals to layer transactions and obscure the origins of stolen money. The Odisha Police initiative represents a strategic shift from focusing solely on call-centre operators to targeting the financial infrastructure that enables cybercrime to flourish across the state.

Key Figures and Entities

The operation involved coordinated action by district police and cyber units across multiple regions. In Boudh district, authorities verified 45 benami accounts and registered one new case, issuing notices to 45 individuals. Malkangiri saw examination of 20 suspicious accounts with one case registered. Sundergarh district's investigation into two accounts led to six arrests connected to previous cases. Cuttack Urban Police District checked six mule accounts, issued notices to six persons, and registered one additional case. The entire operation was conducted under senior police leadership, with Superintendents of Police, Deputy Commissioners of Police, and district cyber teams working in close coordination.

Investigations reveal that cyber fraudsters typically exploit economically vulnerable individuals, offering small commissions in exchange for temporary use of their bank accounts. Fraud proceeds are initially deposited into these accounts before being rapidly transferred through multiple layers of transactions, creating complex trails that challenge law enforcement tracking capabilities. Under the current legal framework, the 51 individuals receiving notices must provide satisfactory explanations for suspicious transactions in their accounts. Authorities are examining banking records, mobile number associations, Know Your Customer (KYC) documentation, and digital evidence to establish culpability, with potential legal proceedings following failure to provide adequate responses.

International Implications and Policy Response

The Odisha operation mirrors global efforts to disrupt financial networks supporting cybercrime, as similar mule account schemes have been identified across Southeast Asia, Europe, and North America. These cases highlight the challenges of regulating cross-border digital transactions while maintaining financial system accessibility. Indian law enforcement agencies are increasingly collaborating with international partners to share intelligence on financial crime networks and coordinate enforcement actions. The operation also underscores the need for enhanced public education about financial security and stronger regulatory oversight of banking practices to prevent account exploitation by criminal networks.
