Ruben Torres of the Maine Immigrants' Rights Coalition told the Portland Press Herald that publishing mugshots and broad criminal labels without full context could lead viewers to associate immigrants and crime with people of colour. Similarly, Anna Welch, director of the University of Maine School of Law's Refugee and Human Rights Clinic, described the database as "more of a communications tactic to justify the targeting of immigrants in communities across the country, and to justify the billions of tax dollars that we're pouring into immigration enforcement, not to mention the human toll." Critics argue the platform serves primarily as a public relations strategy to support expanded enforcement operations rather than a genuine transparency initiative.
